1st. Open up your white noise instrument and record a note.
2nd. Take that note, and shorten it to a 16th.
3rd. Loop it for as long as you want your build.
4th. Double previous length.
5th. Add effect --> Automatic Filter.
6th. Open the filter options.
7th. Ignore everything but the little thing at the bottom that says 'speed'.
8th. Choose the amount of measures your build is (it will say 'bars').
9th. Double that.

Ok, so yes, there actually is a reason you did all that doubling stuff. The filter always starts on the 'down' part of the filter. So if you only want the 'up' (for a build or something of the sort), that means that you have to make the track double what you want, and then mute the first half. Pretty cool, right?
THIS IS IMPORTANT! Ok, so you got your white noise, it's beautiful, it sounds great, you love it. Fantastic. Glad I could help. Here's the problem: the filter will start wherever you start playing the song. So if you start playing your song right in the middle of your filter, if will actually play the 'down' you just worked so hard to get rid of, and you will get mad and punch your computer.
And then instantly recoil because punching computers hurts.
